This instruction applies to all Naval Air Systems Command (NAVAIR) and affiliated Program Executive Offices (PEOs), military personnel and civilian employees. Applicable local bargaining agreements will prevail until changes can be negotiated to align local bargaining agreements with the provisions of this NAVAIR-wide policy.
Purpose. To establish timekeeping and recording of labor on responsibilities and procedures in accordance with references (a) through (c). For additional information regarding leave and liber-ty for uniformed personnel, see reference (d) .
