This directive establishes the Marshall Space Flight Center (MSFC) Affirmative Procurement (AP) program for purchasing environmentally preferable products designated by the Environmental Protection Agency (EPA). As one of the major procuring agencies in the Federal Government, NASA shall comply with the Federal requirements to purchase recycled-content products. The purpose of the AP program is to increase and expand markets for recovered materials through greater Government preference and use of products made with such materials consistent with the demands of efficiency and cost-effectiveness. Expanding markets will reduce the amount of solid waste requiring disposal through the purchase and use of products containing recovered materials.
APPLICABILITY. This Marshall Work Instruction (MWI) applies to all MSFC employees, support contractors, and contractors operating Government-owned or leased facilities that procure EPA-designated items.
