Purpose. This instruction establishes policy, eligibility criteria and procedures to be observed by joint command activities that report to or through the Chairman of the Joint Chiefs of Staff (here after referred to as the "Chairman") for recognizing private citizens, organizations or career civilian government employees for significant achievements provided to the joint community.

Applicability. This instruction applies to the Joint Staff, combatant commands, Services, Defense agencies and other joint activities that report to or through the Chairman.
