PURPOSE
DoD Manual 4150.07 is issued under the authority of DoD Instruction (DoDI) 4150.07 (Reference (a)) and DoD Directive 5134.01 (Reference (b)). It establishes training goals and provides a uniform training process, training standards, and procedures to prepare DoD pest management personnel to meet DoD pest management policy objectives as stated in Reference (a).
Volume 1:
Replaces DoD 4150.07-P (Reference (c)).
Prescribes procedures for DoD training and certification of pesticide applicators to meet the requirements of sections 136 through 136y of title 7, United States Code (U.S.C.) (Reference (d)), also known as the Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA). It updates procedures to train and certify DoD pesticide applicators.
APPLICABILITY. This Volume:
Applies to the OSD, the Military Departments, the Office of the Chairman of the Joint Chiefs of Staff and the Joint Staff, the Combatant Commands, the Office of the Inspector General of the Department of Defense, the Defense Agencies, and the DoD Field Activities (hereafter referred to collectively as the "DoD Components"). The "Military Services," as used herein, refers to the Army, the Navy, the Air Force, and the Marine Corps.
Is mandatory for use by all DoD Components. The Heads of the DoD Components may issue supplementary instructions only when necessary to provide unique requirements within their organizations.
Is the agency plan for the Department of Defense and applies to DoD employees applying any pesticides on DoD land or property under DoD administrative control and located within the United States, the Commonwealth of Puerto Rico, the Virgin Islands, Guam, the Trust Territory of the Pacific Islands, or American Samoa. On the infrequent occasions when DoD employees will be applying pesticides on other property, they will work under the supervision of appropriately certified State or Federal personnel.
Does not apply to pesticide applicators working under the purview of the civil works functions of the Department of the Army, facilities occupied by DoD Component activities when real property control is not under DoD jurisdiction, and State-owned and State-operated (funded) installations.
