scope:
Purpose. In accordance with Enclosure B, reference a, issue policy and guidance for planning, coordinating and controlling electromagnetic spectrum use in joint military operations. To develop and implement joint doctrinal concepts and associated operational procedures to achieve interoperability of information technology and National Security Strategies (NSS) capabilities employed by US military forces and, where required, with joint, combined and coalition forces and other USG departments and agencies. References a through q are provided for further reading.
Applicability. This instruction applies to the Joint Staff, Services, unified commands, US elements of combined commands, Defense agencies and joint activities.
