scope:
Purpose.
This instruction:
Provides supplemental guidance on the assignment and use of CJCS project codes per references a and b.
Establishes policies and procedures for allocation of critical defense materiel among US, allied, and friendly forces during periods of military crisis and war per references (c) through (e).
Does not change any existing export control policies or directives.
Applicability.
This instruction applies to the Services, combatant commands, Defense agencies, and the Joint Staff. It also applies to all federal departments and agencies that use the Uniform Materiel Movement and Issue Priority System (UMMIPS).
