Purpose. This instruction establishes policy and procedures to facilitate execution of the Combating Terrorism Readiness Initiatives Fund (CbT RIF) established by the Secretary of Defense and managed by the Chairman of the Joint Chiefs of Staff, hereby referred to as the Chairman.

Applicability. This instruction applies to the Joint Staff, combatant commands, Services, and Department of Defense agencies.
