scope:
Purpose. This instruction establishes the responsibilities and procedures for the coordination and review of security cooperation strategies submitted to the Chairman of the Joint Chiefs of Staff. Security cooperation strategies are published by all combatant commanders and Service Chiefs annually as assigned in references a and b.
Applicability. This instruction applies to the Joint Staff, Services, and combatant commands.
