scope:
Purpose. This instruction establishes responsibilities and procedures for the management and review of campaign and contingency plans submitted to the Chairman of the Joint Chiefs of Staff.
Applicability. This instruction applies to the combatant commands, Joint Staff, Services, and DOD agencies responsive to the Secretary of Defense and Chairman of the Joint Chiefs of Staff for the management and review of campaign and contingency plans. Instructions to combatant commands also apply to U.S. Element NORAD and U.S. Forces, Korea.
