PURPOSE

The purpose of this Marshall Work Instruction (MWI) is to establish procedures for reporting and adjusting discrepancies discovered during receiving operations which occur during transportation of NASA property by commercial carriers, and for the billing and collection of such damages.

APPLICABILITY

This MWI applies to the personnel, programs, projects, and activities at Marshall Space Flight Center (MSFC) and MSFC's Michoud Assembly Facility, including contractors and resident agencies to the extent specified in their respective contracts or agreements. ("Contractors," for purposes of this paragraph, include contractors, grantees, Cooperative Agreement recipients, Space Act Agreement partners, or other agreement parties.)

This MWI is only applicable to lost/damaged freight that is owned or shipped by the government or by institutional support contractors on behalf of the government. It does not apply to contractor-purchased items that have not contractually transferred to government ownership, or to items purchased by a government credit card.
