Scope and Applicability.

This instruction applies to the DON and all DON personnel. It does not alter command and control relationships or employment of DON forces as directed by the Secretary of Defense, the Unified Command Plan, or Navy Regulations.

Purpose

To assign responsibilities and establish the authorities and governance structure necessary to develop and implement comprehensive, integrated Maritime Domain Awareness (MDA) activities for the Department of the Navy (DON) in accordance with references (a) through (n).

Establish an "all hands" effort requiring all elements of the DON (the Secretariat, Service Headquarters, operational forces, acquisition personnel, Science and Technology (S&T), intelligence, and law enforcement elements) to work in unison for the effective and efficient execution, and continuous improvement of MDA.
