scope:

Purpose. This instruction implements a proactive management structure whereby the Secretary of the Navy (SECNAV) draws the Department of the Navy (DON) leadership together periodically to review programs, policies, and activities that are central to accomplishing core business and fulfilling the Department's vision. The Secretary of the Navy Management Review (SMR) will integrate DON efforts, provide timely situational awareness, and be structured to address core activities in the full context of the Department's responsibilities. The review will be an informational, not a decision-oriented, meeting.

Applicability. This directive applies to the Offices of the SECNAV, the Chief of Naval Operations (CNO), and the Commandant of the Marine Corps (CMC).
