scope:
Purpose.
This instruction provides broad guidance describing how the DOD agencies, unified combatant commands, and Services should plan, integrate, and provide biological warfare defense in support of the joint force. It creates an operational framework for military experiments and exercises. Once validated through experimentation, this strategy could result in doctrine, organization, training, materiel, leadership and education, personnel, and facilities (DOTMLPF) changes.
Applicability.
This instruction applies to the Joint Staff, DOD agencies, unified combatant commands, Services, and joint and combined activities.
