This notice applies to the Naval Air Systems Command Headquarters (NAVAIRHQ) and its supporting naval aviation Program Executive Officers (PEOs): PEO for Tactical Aircraft (PEO(T)), PEO for Air Anti-Submarine Warfare, Assault, and Special Mission (PEO(A)), PEO for Strike Weapons and Unmanned Aviation (PEO(W)).
Purpose. To provide implementing guidance for the conduct of Independent Cost Estimates (ICE) and Non-Advocate Reviews (NAR) for specific Naval Air Systems Command (NAVAIR) programs in consonance with reference (a).
