Applicability. This regulation applies to the Active Army, the Army National Guard/Army National Guard of the United States, and the U.S. Army Reserve, unless otherwise stated. During mobilization the proponent may modify chapters and policies contained in this regulation.
Purpose
This regulation prescribes policy and responsibilities for-
Recalling retired Soldiers in time of a national emergency, mobilization, or war when declared by the President or Congress, in the interest of national defense, or as otherwise authorized by law.
Recalling retired Soldiers to fill active Army requirements in support of peacetime operations.
Pre-assigning selected retired Soldiers.
Peacetime management of retired Soldiers in preparation for their use.
