PURPOSE
This Marshall Policy Directive (MPD) is a basic manual providing information for the organizational structure, responsibilities, procedures, processes, and resources for implementing ANSI/ISO/ASQ Q9001, "American National Standard, Quality Management Systems - Requirements;" SAE AS9100, "Quality Management Systems - Aerospace - Requirements;" NPD 1280.1, "NASA Management System Policy," and NPD 8730.5, "NASA Quality Assurance Program Policy." The MPD is intended to describe top-level requirements, providing references to lower-tier documents with more detailed requirements and instructions.
This MPD, "Marshall Quality Management System Manual," establishes the Quality Management System (QMS) for MSFC to ensure consistent quality of NASA MSFC products and services and the safety of our customers, partners, employees, products and services. All MSFC activities shall be conducted in compliance with the QMS and International Organization for Standardization ISO 9001 requirements. The scope of the QMS is as follows: All products and services provided by MSFC. MSFC supports the NASA Agency infrastructure and is a major contributor to all its scientific and technical enterprises.
Additionally, the design, development, production, test, installation and servicing of flight hardware, flight software, and associated ground support equipment interfacing with flight hardware and flight software shall be conducted in compliance with AS9100 requirements.
All flight hardware, flight software, and ground support equipment (GSE) previously grandfathered for ISO registration and surveillance audits, when readied for re-flight, shall be considered in scope to the ISO 9001 and AS9100 requirements and this MPD.
Exceptions shall be addressed case-by-case utilizing the deviation/waiver process as defined in MPR 1410.2, "Marshall Management Directives System."
MSFC has also implemented an Environmental Management System (EMS), which is conducted in compliance with ISO 14001, "Environmental management systems - Requirements with guidance for use." (See MPR 8500.2, "MSFC Environmental Management System Manual.")
The MSFC Occupational Health and Safety (OH&S) Management System is conducted in compliance with MPR 8715.1, "Marshall Safety, Health, and Environmental (SHE) Program."
The scope of external registrations to the applicable standards above does not include operation of MAF. MAF is transitioning from a government-owned, contractor-operated facility to a government-owned, government-operated facility. During this transition, and for an interim period to follow, pending direction by MSFC Senior Management, the affected operations will not be included in the scope of external registration to any management system standards.
APPLICABILITY
This MPD applies to the personnel, programs, projects, and activities at MSFC and MSFC's MAF, including contractors and resident agencies to the extent specified in their respective contracts or agreements. ("Contractors," for purposes of this paragraph, include contractors, grantees, Cooperative Agreement recipients, Space Act Agreement partners, or other agreement parties.)
