scope:
PURPOSE. This Instruction:
Implements policy within the Department of Defense for providing ICT capabilities and associated unclassified data and voice services in support of stabilization and reconstruction, disaster relief, and humanitarian and civic assistance in accordance with the authority in DoD Directive (DoDD) 5144.1 (Reference (a)).
Provides guidance and assigns responsibilities for support of stabilization, security, transition, and reconstruction (SSTR) operations according to the Guidance for Employment of the Force (Reference (b)).
Provides guidance on the provisioning of military ICT and associated data and voice services, spectrum allocation, and DoD funding support according to DoDD 3000.05 (Reference (c)) and in support of DoD functions specified in the National Security Presidential Directive 44 (Reference (d)).
APPLICABILITY. This Instruction applies to OSD, the Military Departments, the Office of the Chairman of the Joint Chiefs of Staff and the Joint Staff, the Combatant Commands, the Office of the Inspector General of the Department of Defense, the Defense Agencies, the DoD Field Activities, and all other organizational entities within the Department of Defense (hereafter referred to collectively as the "DoD Components").
