scope:
Purpose.
To prescribe the continuation of the Military Sealift Command (MSC) as a major component of the Operating Forces of the United States Navy and those channels through which the Commander, Military Sealift Command (COMSC) shall be responsible to the Secretary of the Navy (SECNAV) and the Chief of Naval Operations (CNO). This instruction has been substantially revised and should be reviewed in its entirety.
