PURPOSE. This Manual provides a reference to the laws, regulations, and guidelines that govern the acceptance of National Nonprofit Organization Recreational Boating Safety grants and the administration of Federal financial assistance that is available. It will assist the Non Profit Organizations in applying for and administering Federal funds provided under the National Recreational Boating Safety Financial Assistance Program.
