scope:

Purpose. To promulgate policy, planning guidance, operational structure, and assign reeponsibilitiee to implement Navy Defense Support of Civil Authorities (DSCA) as directed  referencee (a) through (d). Thia instruction is a complete revision and shuuld be reviewed in its entirety.

Applicability

This instruction applies to all Navy activities and commands in both the United States and U.S. territories or possessions.

Foreign disaster assistance is not covered by this directive. The Department of State determines whether Department of Defense (DsD) assistance will be required in support of foreign disaster relief operations. Reference (e) provides further guidance.

Nuclear accidents are also excluded from coverage under this directive. References (f) arnd {g) provide further guidance.

Military support for civil disturbances, counter-drug, counter-terroirism, and sensitive support operations are outside the scope of this instruction. Further guidance can be found in references (h) through (j).
