PURPOSE.
This Instruction:
Reissues DoD Instruction (DoDI) 1332.42 (Reference (a)) in accordance with the authority in DoD Directive (DoDD) 5124.02 (Reference (b)) and the guidance in DoDD 1332.27 (Reference (c)).
Updates responsibilities and procedures for administering the Survivor Annuity Program, which is comprised of the Survivor Benefit Plan (SBP) and the Reserve Component Survivor Benefit Plan (RC-SBP) (hereafter referred to collectively as the "Program"), codified in subchapter II of chapter 73 of title 10, United States Code (U.S.C.) (Reference (d)).
APPLICABILITY
This Instruction applies to OSD, the Military Departments (including the Coast Guard at all times, including when it is a Service in the Department of Homeland Security by agreement with that Department), the Chairman of the Joint Chiefs of Staff and the Joint Staff, the Combatant Commands, the Office of the Inspector General of the Department of Defense, the Defense Agencies, the DoD Field Activities, and all other organizational entities within the Department of Defense (hereafter referred to collectively as the "DoD Components").

Annuities for Certain Military Surviving Spouses.
Benefits for widows of active duty members who were eligible for retired pay and who died while serving on active duty prior to the implementation of SBP.
