Purpose.This instruction outlines procedures for managing the exercise-related construction (ERC) program. ERC is unspecified minor military construction outside of the United States in support of the Joint Chiefs of Staff (JCS) exercise program. ERC funds are appropriated as part of the annual military construction (MILCON) budget request.

Applicability. This instruction applies to the Joint Staff, combatant commands, Military Services and other Defense agencies as appropriate.
