This instruction applies to all AIR-4.0 personnel performing engineering, technical work and the technical authority associated with products under the cognizance of AIR- 4.0 and affiliated Program Executive Officers, or who are occupying, or in training for, acquisition designated billets and/or designated as members of the acquisition workforce.

Purpose. To implement policy, outline the process, and assign responsibilities for the training, qualification and certification of Naval Air Systems Command (NAVAIR) Research and Engineering (AIR-4.0) Systems Engineering (SE) personnel associated with the engineering and technical authority policy and actions needed to fulfill the responsibilities of reference (a). This includes defining the process and documentation for warranting NAVAIR SE Certificate Holders while supporting Program Managers and the Fleet in providing engineering and technical products.
