PURPOSE. This Instruction:

In accordance with the authority in DoD Directive (DoDD) 5124.02 (Reference (a)), implements section 1107 of Public Law 110-181 (Reference (b)) as amended by section 1109 of Public Law 110-417 (Reference (c)) to utilize the authorities in section 342(b) of Public Law 103-337 (Reference (d)) as amended.

Establishes policies, responsibilities, and procedures to execute a process and plan to employ the DoD personnel management demonstration project authorities in section 4703 of title 5, United States Code (U.S.C.) (Reference (e)) at the STRLs enumerated in pages 73248 to 73252 of volume 73 of the Federal Register (Reference (f)) to enhance the performance of these laboratories.

APPLICABILITY. This Instruction applies to OSD, the Military Departments, the Office of the Chairman of the Joint Chiefs of Staff and the Joint Staff, the Combatant Commands, the Office of the Inspector General of the Department of Defense, the Defense Agencies, the DoD Field Activities, and all other organizational entities within the Department of Defense (hereafter referred to collectively as the "DoD Components").
