Authority and Scope
This Regulation is established as a DoD Regulation published by DLA under the authority of Dod Directive 5160.54 (Reference (a)).
This Regulation is applicable to the Military Departments, the Organization of the JCS and the Defense Agencies. These departments and agencies, hereinafter referred to collectively as "DoD Components," that have responsibility for defense production planning and defense mobilization planning programs shall use this Regulation as a guide in all industrial facility protection relationships with other DoD Components and participating industry to ensure maximum uniformity and effectiveness in its application.
This Regulation implements the facility protection policies established by the DUSD-(Policy Review) and establishes the procedures, requirements, and practices concerned with (i) the comprehensive, valid identification and selection by the DoD Components of those facilities which are of outstanding importance to defense production, defense mobilization, or military operations (i.e., "Department of Defense Key Facilities") and (ii) the provision of advice and guidance concerning the application of physical security and emergency preparedness measures to participating DoD Key Facilities.
This Regulation authorizes publication by DLA of a DoD Handbook, DoD 5160.54-H, "Defense Industrial Facilities Protection Hand-book," to contain physical security and emergency preparedness advice and guidance for distribution to industrial facilities participating in the DIFPP in furtherance of policy established and DLA responsibilities assigned by DoD Directive 5160.54 (reference (a) ).
Objective
The security and defense of the U.S depends in part on the protection and continuity of operation of those critical industrial facilities which provide goods or services essential to defense production, defense mobilization or military operations. The objective of the Defense Industrial Facilities Protection Program (DIFPP) is to develop and promote industrial protection within the U.S. and its possessions by providing management of selected critical industrial facilities, voluntarily participating in the program, with advice and guidance concerning the application of physical security and emergency preparedness measures designed to reduce the vulnerability to, and increase the protection of, its facilities against sabotage, espionage, and other hostile or destructive acts to include minimization of attack damage. A basic tenet of the DIFPP is that the responsibility for the protection of property is inherent in ownership. Accordingly, the Department of Defense does not assume primary responsibility the physical security of privately-owned facilities, of federally-owned facilities under the control of any other Federal department or agency, or of facilities owned by any State or political subdivision of any State. The objective of this Regulation is to set forth policies, practices and procedures of the DIFPP.
