scope:
a. For purposes of this instruction, the Airborne RPV Program is defined as all unmanned, internally programmed or remotely controllable flight vehicles and associated sensing, navigation, command, control, communication, propulsion, weapon or sub-weapon, launch and retrieval, and basing systems. The Airborne RPV Program does not include unmanned, remotely controlled or internally programmed target or expendable weapons vehicles.
b. The Airborne RPV Program will identify the technical, operational, and economic feasibility of RPV systems to accomplish Navy and Marine Corps missions, and to develop and introduce into the operating forces the most effective of these systems.
