Purpose.
To delineate Navy policy and responsibilities for the implementation of the Navy Continuity of Operations (NAVCOOP) program per references (a) through (m). This instruction has been extensively revised and should be reviewed in its entirety.
Applicability.
The instruction applies applies to the offices of the chief of Naval operation (OPNAV) and all Navy Echelon I through Echelon VI commands.
