This standard applies to telecommunications charge card and billed number screening validation messages for use within the North American telecommunications interchange environment.

The use of validation systems and networks also involves appropriate agreements between card issuers and service providers. Additionally card issuers and service provider agreements must comply with legal and regulatory requirements. Such agreements and requirements are beyond the scope of this standard.

Purpose

This standard describes information used within the validation process at a conceptual level and does not imply the use of specific network hardware components or signaling protocols. Certain parts of this standard will impact the protocols used to encode and transmit the information. These messages comply with existing American National Standards (ANSI Standards) and International Telecommunications Union - Telecommunications Standardization Sector (IT&T, formerly CCITT) recommendations.

Application

In this application telecommunication charge card validation messages are primarily used for, but not limited to, telecommunications charge cards. The information from the card or the user, or both, is presented to a telephone having access to a telecommunications company credit card system. That system should then communicate with a data base containing card issuer information to validate the card and authorize its use.

Billed number screening messages are primarily used for, but not limited to, determining the validity of billing calls to a telephone number on collect and third-party calls, and any conditions related to the acceptance of that billing by the billed party.
