PREFACE

The present document specifies the air interface for digital video broadcasting for handheld devices over a satellite, terrestrial or hybrid network at frequencies below 3 GHz.

The present document specifies:

• The digital video broadcasting framing structure, channel coding and modulation for satellite, terrestrial or hybrid networks to handheld devices below 3 GHz.

In addition the present document has the following informative references:

• The digital video broadcasting for handheld devices using satellite, terrestrial or a hybrid network technology implementation guidelines;

• The digital video broadcasting system specifications for satellite, terrestrial or hybrid network services to handheld devices below 3 GHz.

The administrative procedures, system management, services, and applications are not part of the present document.
