scope:

Purpose: To set the foundation and common understanding of all leaders, managers, and employees for cultivating effective internal communication practices. This instruction is intended to:

a. Ensure a clean linkage between NAVFAC's Strategic Plan and our internal communications to enhance NAVFAC's value and support to our supported commanders and situational awareness within the command.

b. Promote a culture of effective, appropriate, and consistent communication within NAVFAC. The intent of creating such a culture is to "aim" employees at a set of common goals on which they can act every day.

c. Establish guidelines for increasing the level of awareness and understanding among all employees as to how NAVFAC will communicate horizontally and vertically.

d. Enhance NAVFAC as an employer of choice.
