Applicability and Scope.

This policy applies to requests to enhance or change business processes that impact new and existlng IT/IM programs, projects, and systems, including computer software and hardware, under the purview and authority of the Chief of Naval Personnel. No IT/IM investment will be made without the approval of the Office of the Chief of Naval Operations (OPNAV), MPTE Information Management Division (N16), in coordination and consultation with MPTE leadership. The Governance Board of Directors (GBOD) will review and approve the IT investment portfolio as part of normal program objective memorandum/program review and execution year budget cycles. Information service requests will be grouped according to organization and business lines, as follows:

a. Commander, Navy Recruiting Command - Recruiting and Accessions.

b. Commander, Navy Personnel Command (COMNAVPERSCOM) - Pay and Personnel.

c. COMNAVPERSCOM - Distribution.

d. Director, Total Force Requirements (OPNAV (N12)) - position Management.

e. Commander, Naval Education and Training Command - Workforce Development, Training and Education.

f. Director, Military Personnel Plans and Policy Division (OPNAV (N13)) - Fleet and Family Support.

g. MPTE Resource Management Division (OPNAV (NlO)) - Enterprise Business Services.

Note: The definition of'each business line is provided at enclosure (2)

Purpose. To institute a framework for effective governance and innovative use of Information Technology/Information Management (IT/IM) for the Manpower, Personnel, Training and Education (MPTE) domain, and to revolutionize its business environment (enclosure (1)). Establish roles and responsibilities for functional leaders in the MPTE domain, ensure IT investments support MPTE strategies, provide for efficient and effective delivery of IT/IM capabilities, maximize return on investment, comply with Department of Defense and Department of the Navy (DON) standards, and achieve intended improvements in capability to support Navy personnel.
