scope:
Purpose.
This instruction shall promulgate the required operational capabilities (ROC), the projected operational environment (POE) and mission areas for Maritime Civil Affairs Group (MCAG) forces.
a. Provide operational commanders pertinent information regarding MCAG force's mission requirements, capabilities, and the types and locations of operations in accordance with reference (a).
b. Provide resource sponsors with information regarding mission requirements, capabilities and operational environments necessary to ensure the Navy's civil affairs (CA) force is properly resourced and supported.
