The aim of this agreement is to lay down the necessary framework for NATO policy to create and employ rapidly deployable outbreak investigation teams (RDOITs) for the investigation of outbreak(s) or incident(s) where intentional use of biological agents (biowarfare, bioterrorism or biocrime) cannot be excluded.
