This Standard detai ls definitions, methods of measurement, and minimum performance requirements for access networks. This Standard shares the purpose of [1] (and subsequent revisions thereof) by ensuring that an access terminal can obtain service in any system that meets the compatibi lity requirements of [1].

Compatibi lity, as used in connection with this Standard and [1], is understood to mean that any access terminal is able to open data connections in any UMB^TM1 system. Conversely, all UMB systems are able to open connections with any access terminal.

Test methods are recommended in this document; however, methods other than those recommended may suffice for the same purpose.
