Personnel in SCAPE are required to have portable backup communications. GP-1098 requires using the buddy system. Also, in the event of loss of RF communications, two people must be designated to observe each other's safety when in a dangerous situation. The system requires a visual contact and a proximity that allows each buddy to help the other in an emergency. When and if communications are lost, the operation shall be terminated immediately and will not resume until communications are restored.
