Abstract:

When a contractor was absorbed by a second contractor early during the performance of the Mars Observer contract, the new contractor's management implemented methods that were not consistent with the original, agreed upon plans for integration and test. This created problems between JPL and the new contractor management.

Reconfirm the contract should major changes occur in the contractors organization, document critical technical and programmatic agreements, and revalidate agreements when changes in key personnel occur.
