Abstract:

Voyager inflight receiver failures required rapid development of operational workaround procedures. This required the facilities of the Telecommunications Development Laboratory (TDL), but it had been shut down after Voyager launch.

Projects should plan to keep development facilities functional after launch to permit inflight troubleshooting, else they should have a plan in place to quickly reactivate critical facilities.
