Abstract:

Though necessary to support mission objectives, the Voyager Ground Data System and Mission Operations System design accommodated very limited real-time commanding. Correcting this required difficult modifications, and the real-time command generation capability still had limitations. Several recommendations are offered to assure that real-time commanding requirements receive careful consideration early in mission design.
