Abstract:
Planning for the two-spacecraft Voyager mission did not consider the extra time needed to arrange for the allocation of Deep Space Network (DSN) coverage for the operation of both spacecraft. Lead times for project and institutional planning must be considered at the time the project mission operations plan is being developed.
