Description of Driving Event:

Procurement of a fixed price spacecraft was a cost effective strategy to reduce total mission cost. However, the impact of undefined interfaces at the start of the contract and the uncertainties related to government-furnished hardware, resulted in some costs, which could have been avoided. Additional cost savings could have been realized if the instrument design and other interfaces were in a more advanced state.
