Description of Driving Event:

Due to circumstances involving human resources and hiring issues, that prevented the Project from assigning a Civil Servant Deputy, a Contractor was placed in the position of Associate Project Manager. However, contractors cannot be responsible for certain management duties such as budget issues or direction of Civil Service employees. Therefore, the Project had to ensure that the proper protocol and authority hierarchy was followed under this unique Civil Servant/Contractor management team.
