Description of Driving Event:

Despite the importance of the Project's research results to its industry and military customers, it had little visibility or advocacy within the NASA community. This environment may have contributed to budget cuts resulting in milestone de-scoping and cancellations of scheduled reviews the Project suffered. In addition to a lack of success in promoting the Project to NASA Senior Management, the Project had difficulty sharing information rapidly and effectively with its out-of-Agency partners and customers. At the time the Project and its parent Program were suddenly and unexpectedly cancelled, a web site was created to summarize the Program and Project's research results, contributions and successes. The web site became a much-needed and used communication vehicle between the Project and its customers, and in addition it documented Project achievements in formats convenient to present to Senior Management. Several users suggested that such a web site should have been mounted at the beginning of the project instead of at the end in order to facilitate rapid communication to all the interested parties.
