scope:
PURPOSE. This Instruction establishes policy regarding the current-year execution of AFC-3X funds through the Operations (OBM), Support (SBM), Training Center (TCBM), Energy Budget Models (EBM), collectively known as the 3XBM, and HQs Electronic Spend Plan (eSP) system. The goal of this policy is to consolidate methodology for funds distribution under the Chief Financial Officer in accordance with references (a) and (b).
