Purpose of This Notice. This notice supersedes Flight Standards Handbook Bulletin for Airworthiness (HBAW) 05-10A, dated January 9, 2006, which included the Interim Bilateral Aviation Safety Agreement (BASA)/Maintenance Implementation Procedures (MIP) Guidance (IBMG). The IBMG provides interim guidance limited to aviation safety inspectors (ASI) assigned to the Frankfurt International Field Office (IFO), European Industry, and National Aviation Authorities (NAA) of France, Germany, and Ireland on changes to the BASA agreement and associated MIP procedures. The changes reflect revisions to the European Aviation Safety Agency (EASA) and European Community (EC) Regulation No. 2042/2003 Annex 2, part 145, as well as changes to Title 14 of the Code of Federal Regulations (14 CFR) part 145.
