scope:

PURPOSE. This order establishes responsibility for determining needs for small purchase authority (SPA). It also provides the Southwest (SW) Region procedures for the extension of SPA to designated personnel and establishes the prerequisite requirements for such authority. This order also provides general guidance to SW Region personnel responsible for the procurement of supplies, services, and construction, using simplified acquisition procedures. Procurement, as used in this document, does not include transactions involving travel, lodging, or meals in connection with travel.
