Purpose of This Notice. This notice provides guidance to principal operations inspectors (POIs) and program managers with oversight responsibilities of Title 14 of the Code of Federal Regulations (14 CFR) part 121 certificate holders. This notice also provides information related to training program approval, changes, and surveillance for inspectors to consider during design and performance assessments. The Safety Management System (SMS) principles presented and explained in this notice are used within the scope and context of training program development, administration, and oversight. This notice does not present complete instructions for SMS development, acceptance, or approval and should not be used as a basis for such actions. At present, the Federal Aviation Administration (FAA) does not authorize approval or acceptance of an operator's SMS.
