FOREWORD
a. This publication, prepared by the Task Group on Production Operations (API Subcommittee on Environmental Protection - Drilling and Production Operations), is an industry consensus on recommended onshore production operating practices for protection of the environment. This recommended practice is under the jurisdiction of the American Petroleum Institute, Division of Production's Executive Committee on Drilling and Production Practice. Membership of the Task Group on Production Operations is listed on the preceding page.
b. Portions of this recommended practice can be used to point out major areas where environmental protection is an industry good operating practice; explain pertinent environmental practices in oil and gas producing operations to the public; and improve company profits by approaching environmental considerations in an orderly and planned manner.
c. In view of the rapidly developing field of environmental law and practices, an. effort has been made to minimize inaccuracies herein by avoiding references to specific laws and regulations which concern producing operations and facilities. In all cases of unintended conflict, strict conformance with all applicable laws, rules, and regulations is of course mandatory. In essence, much current environmental law and pertinent regulations contain language to the effect that proposed facilities should utilize the best available technology to reduce adverse environmental effects. These rules also state that consideration should be given to the technical practicality and economic reasonableness of the project.
d. Production operations are being conducted with full regard for environmental considerations in such diverse conditions as metropolitan sites, wilderness areas, ocean platforms, barren deserts, wildlife refuges, sea floors, and arctic ice packs. The following recommendations for. onshore production operations are based on this extensive and wide ranging industry experience and are intended as a statement of existing industry good practices. Operators, contractors, and third parties working on producing properties should be aware of all requirements and conform to the recommended protective practices. The recommendations have as a goal the assisting of the oil and gas industry in attaining the national goals of clean water, clean air, and a healthful environment.
