In the 1990s as anti-tax pressures and the demand for better services caused local government budgets to become more strained, political pressure to reduce the size and cost of government became more popular. Many government leaders turned to the private sector to provide cost-effective and efficient municipal services. Among the services most often privatized was municipal waste collection, recycling, and disposal.
