Purpose.

Per references (a) through (1), this instruction implements policy and assigns responsibilities for providing Department of Defense (DOD) Morale, Welfare, a nd Recr eation (MWR) programs on U. S. Navy installations. MWR programs are v ital to mission readiness and a critical part of the non-pay compensation system. They promote positive, healthy lifestyles; support mi l itary readiness and mission accomplishment through physical fitness, camaraderie , and unit cohesion ; provide support and services for military personnel, family well-being, and quality of life (QOL); and enhance force retention.
