ISO/IEC 19788 specifies, in a rule-based manner, metadata elements and their attributes for the description of learning resources. This includes the rules governing the identification of metadata elements and the specification of metadata attributes. These metadata elements are used to form the description of a learning resource, i.e. as a metadata learning resource (MLR) record. This part of ISO/IEC 19788 is designed as an optional entry level MLR adoption and implementation scheme based on the ISO 15836:2009 15 Dublin Core elements for the description of learning resources. The approach and methodology is directed at providing a basic set of elements and maximizing interoperability at the time of criteria based federated search or data exchange among repositories. This is achieved by adding constrains to some ISO/IEC 19788-2 data elements. This application profile reflects the actual practices of both Dublin Core and IEEE-LOM [4] communities. It provides data element attribute values promoting best practices, based on a survey of commonly used data elements.
